PUBLIC NOTICE AND OPPORTUNITY TO COMMENT
Clinton School District Ed-Flex Waiver Application

Clinton School District intends to apply to the Arkansas Department of Education for one or more waivers of federal requirements under the Education Flexibility Partnership Act of 1999 (20 U.S.C. § 5891b). Ed-Flex allows the Department to waive certain federal requirements for individual districts and schools so they can better meet local needs while remaining accountable for student performance.

The district is requesting the following waiver[s]:

Time-and-effort certification forms 2 C.F.R. § 200.430(g)
Waives the time certification documentation requirement for employees working on a single cost objective. This would shift the administrative burden of tracking and logging minutes to actual teaching and instruction of students. More instructional time equals better outcomes for students with a goal of 10% increased achievement in reading and math as measured by the ATLAS assessment.

Title I, Part A 15% carryover limitation ESEA § 1127
Waives the restriction on the amount of Title I, Part A funds a district may carry over from one fiscal year to the next. This flexibility would ensure 100% of these funds go directly to supporting our students’ learning, classrooms, and academic programs, rather than just meeting a spending deadline. Being able to carry-over the funds would allow the district to thoughtfully plan for necessary resources to help students reach a 10% increase in proficiency in reading and math as measured by the ATLAS assessment.

Title IV, Part A ESEA § 4106(e)
Waives the required minimum percentages a district must spend across the well-rounded education, safe and healthy students, and technology categories. This flexibility will allow the district to maximize every dollar allocated to supporting safe and healthy schools to support a School Resource Officer. Having the SRO on campus will result in a 10% increase in students reporting that they “feel safe at school” on the end-of-year climate survey.

Time is running out to apply for Summer EBT 2026! The deadline is August 31. While some families receive Summer EBT automatically, if your child attends a school where all students receive free lunches, you may need to fill out an application so DHS can determine your eligibility based on income and household size.
